NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

In accordance with section 418.016 of the Texas Government Code, Governor Abbott has suspended various provisions that require government officials and members of the public to be physically present at a specified meeting location.  As a result, all or some government officials may participate via videoconference.  Additionally, members of the public are encouraged to watch the meetings online, at:

Clarification on AI-76269 approved by Commissioners Court on 07/07/2020 subject to funding, to include the following briefing statement:
  1. Discussion, consideration, and action to approve a necessary CARES Act Relief Fund expenditure to cover costs not accounted for in the current budget and cannot be lawfully funded by line item, allotment or allocation, for personnel costs to create twenty eight (28) COVID-19 Clerk I positions to provide COVID-19 related screening at County Facilities, one (1) Deputy Emergency Management Coordinator II and one (1) Administrative Assistant IV to monitor, request, coordinate and execute emergency resources in order to assist with County actions to facilitate compliance with public health measures addressing the ongoing COVID-19 public health emergency; the Court having reviewed the Agenda Item Briefing, herein finds that such expenditure is reasonable and necessary for the intended use.

Authorization to extend the interdepartmental transfer from the County's General Fund to the Hidalgo County Community Service Agency to be utilized as operational funds to be reimbursed at 90 days after termination of Bravo Zulu Grant which Begins: 07/01/2020 Ends: 06/30/2021.

A. 76386   Approval to release the County's audited Comprehensive Annual Financial Report (CAFR), Single Audit, and Management Letter for the year ended December 31, 2019 prior to acceptance by the Commissioners Court.

A. 76409   Consideration and approval of Resolution authorizing publication of the County's Notice of Intent to Issue Certificates of Obligation in an amount not to exceed $34,000,000 as authorized under state law for purposes of paying contractual obligations of the County to be incurred for certain projects and to pay for the cost of issuance of the certificates of obligations and making other provisions regarding matters incident thereto.

1. Discussion, consideration, and action to approve the ratification of necessary CARES Act Relief Fund expenditures, as listed on Exhibit A, to cover costs not accounted for in the current budget and cannot be lawfully funded by line item, allotment or allocation in connection with the ongoing COVID-19 public health emergency; the Court having reviewed the Agenda Item Briefing, herein finds that such expenditure is reasonable and necessary for the intended use.

Discussion, consideration, and action to approve the ongoing payment of online transaction convenience fees for a period in which the County COVID-19 Emergency Declaration is in effect, as necessary CARES Act Relief Fund expenditures to cover costs not accounted for in the current budget and cannot be lawfully funded by line item, allotment or allocation in connection with the ongoing COVID-19 public health emergency; the Court having reviewed the Agenda Item Briefing, herein finds that such continued expenditure is reasonable and necessary for the intended use.
