NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

1. Approval of order and Interlocal Agreement by and among the City of McAllen, Hidalgo County, and Tax Increment Reinvestment Zone Number 2A, City of McAllen, Texas, allowing for Hidalgo County to participate in the Tax Increment Reinvestment Zone Number 2A.
2. Appointment of one (1) board member to represent the County of Hidalgo on the Tax Increment Reinvestment Zone Number 2A, City of McAllen, Texas, Board of Directors.
3. Recommendation to designate a second board member to represent the County of Hidalgo on the Tax Increment Reinvestment Zone Number 2A, City of McAllen, Texas, Board of Directors, which appointment will be submitted to the City of McAllen for action.
 
6.   District Attorney's Office:
 
A. 61636   Proclamation declaring October 2017 as Domestic Violence Awareness month.
 
B. 61796   Hidalgo County DA's Office - Region 3-Border Prosecution Unit (BPU) Grant (1281):
Approval to submit a BPU Grant #2537807 budget adjustment to the Office of the Governor (OOG).
 
7.   HIDTA - Task Force:
 
A. 61814   1. Requesting authorization and approval to accept Award Number G17SS0002A, Reprogram Number 1(Reprogram ID 56217), between Hidalgo County and the Executive Office of the President-Office of National Drug Control Policy, reprogramming the award amount by $116,491.00. Grant period is from 01/01/17 to 12/31/18.
2. Approval of transfer of funds.
3. Requesting authorization to pay overtime under the grant terms and conditions.
 
8.   Tax Office - Paul Villarreal:
 
A. 61770   Approval of Amendment to Interlocal Cooperation Agreement for Tax Assessment and Collection for the following entities:
La Villa ISD and City of Pharr, City of La Joya
 
B. 61864   Presentation for discussion, consideration, acceptance and approval of a Dealer Deputy Agreement between Hidalgo County and Hi Tech San Juan, LLC DBA Audi San Juan P43028. Dealer desires to act as an agent of the Tax Assessor Collector in the issuance of motor vehicle registration stickers and license plates. Audi of San Juan agrees to comply with the requirements of the WebDealer system of the Texas Department of Motor Vehicles and will furnish and maintain any necessary equipment.
 
9.   Sheriff's Office:
 
A. 61811   Sheriff's Office OCDETF (1284):
1. Approval of FY18 Overtime Agreement (Investigation Number S-TXS-1059) between the Organized Crime Drug Enforcement Task Forces (OCDETF) and the Hidalgo County Sheriff's Office in the amount of $15,000.00.
2. Authorization to pay overtime reimbursable under the grant terms and conditions.
3. Approval of citification of revenues as certified by the County Auditor for OCDETF agreement.
4. Approval of appropriation of funds in the amount of $15,000.00
 
B. 61813   Sheriff's Office OCDETF (1284)
1. Approval of Organized Crime Drug Enforcement Task Forces (OCDETF) Agreement between the Hidalgo County Sheriff's Office and the Drug Enforcement Administration McAllen District Office/Houston Division office OCDETF Strike Force Group D-81.
2. Approval of certification of revenues a certified by the County Auditor o the OCDETF grant agreement.
3. Approval to appropriate OCDETF grant award in the amount of 15,800.00 (in reference to Investigation Number SW-TXS-1059).

A. 61815   Discussion and action on authorizing Eddie Olivarez, Hidalgo County Health & Human Service Chief Administrative Officer, to sign a letter of support for Texas A&M Agri-Life Extension Arroyo Colorado Watershed Program grant application to TCEQ focusing on the possible future funding to develop a digital mapping of the Hidalgo County’s OSSF (septic systems) in accordance to Texas A&M Agri-life’s five year strategic plan.
